Martyn’s Law: Improving Public Safety
Martyn’s Law, officially known as the Terrorism (Protection of Premises) Act 2025, was introduced following the tragic Manchester Arena bombing in 2017.
The law is named in memory of Martyn Hett, one of the 22 people who lost their lives in the attack.
The legislation ensures that publicly accessible venues across the UK are better prepared to respond to the risk of terrorism.
It requires those responsible for venues—such as stadiums, shopping centres, hospitals, theatres, and schools—to take proactive steps to keep the public safe and reduce the risk of harm or loss of life.
Which Tier Applies to You?
The requirements of Martyn’s Law are proportional to the size and nature of the venue or event. The Security Industry Authority (SIA) categorises premises into two tiers based on capacity:
- Standard Tier (200 – 799 People)
- Typical Venues: Smaller theatres, restaurants, and most primary and secondary schools.
- Requirement: Focuses on low-cost, effective preparedness. Venues must notify the regulator, train staff, and maintain a clear evacuation and lockdown plan.
- Enhanced Tier (800+ People)
- Typical Venues: Large stadiums, major shopping centres, and music festivals.
- Requirement: Must complete a formal Terrorism Risk Assessment and implement physical security measures (such as CCTV, bag searches, or barriers) where “reasonably practicable.”
Timeline for Compliance
The Act is currently in a 24-month implementation period to allow businesses and schools time to prepare. Full enforcement of Martyn’s Law is expected to begin in April 2027.
